Comrade Otto Ipinge, SWAPO Party Regional Coordinator for Otjozondjupa Region;
Comrade Ferdinade Kavetuna, Governor of Otjozondjupa Region;

Honourable Regional and Local Councillors;
Comrade Members of the SWAPO Party Regional Leadership;
Comrade Members of the SWAPO Party District Leadership;
Comrades:

I feel deeply honoured for the invitation extended to me to come and address you on this occasion of the SWAPO Party Rally here in Okahandja this afternoon.

First and foremost, I would like to express my deep appreciation and thanks to all the residents of Okahandja Constituency and the entire Otjozondjupa Region for voting overwhelmingly for the SWAPO Party during the Presidential and National Assembly Elections that were held in November last year. Your support demonstrated that you have confidence in the SWAPO Party and its leadership.

Indeed, the SWAPO Party is the only party in Namibia that has the capacity to achieve genuine economic independence and eradicate hunger, poverty, diseases and ignorance. The SWAPO Party Election Manifesto is the only manifesto which is scientific, set realistic objectives and implementable in order to accelerate socio-economic development in our country. The Election Manifesto will serve as the guiding principles for the implementation of the development programmes of the SWAPO Party Government for the next five years.

In fact, the SWAPO Party Government does not make empty promises.
We have in fact asked your mandate to continue with the development programmes that we have implemented over the past 19 years, while we will also implement new ones.

As you are all aware, during the past nineteen years, the SWAPO Party Government has implemented milestone development projects in all the thirteen regions of our country. These include the development of physical infrastructures such as the deepening of the ports of Walvis Bay and Luderitz, the construction of the Trans-Kalahari and Trans-Caprivi Highways, the Northern Railway Extension from Tsumeb to Oshikango via Ondangwa as well as the rehabilitation of the railway line from Aus to Luderitz and the construction of the tarred road from Rosh Pinah to Aus. We have also improved the Okahandja-Otjiwarongo Road.

This year, our Government is continuing with the tarring of the road from Rundu to Elundu which forms part of the extension of the Caprivi High Way through Okongo-Eenhana-Onuno-Omafo-Okalongo-Outapi-Tsandi-Omakange-Opuwo to Agra Fria where a new harbor will be built.

The Government is also improving road infrastructures from Gobabis to Grootfontein as well as other various parts of the country. Another important road that our Government is improving is the Okahandja-Karibib road that is nearing completion. More roads will be built, in line with the SWAPO Party Election Manifesto to connect the rural areas to urban centres to facilitate the movement of passengers, goods and services.

Comrades;

The development and improvement of agriculture remains one of the priorities of the SWAPO Party Government. Over the years, our Government has imitated programmes which are aimed at improving animal husbandry and crop farming, including the establishment of extension of engineering services in all the thirteen regions of our country. Okahandja Constituency is one of the Constituencies of our country that can be enhanced for food production. I, therefore, urge the Municipality of Okahandja to allocate plots of land from its town lands to our communities to embark upon vegetable and fruit production so that they can improve their livelihoods.

Comrades;

Our country can only achieve success, when we have a critical mass of qualified personnel in the critical areas of socio-economic development. In this connection, education and training have received enormous attention since independence. With the clear purpose of providing quality education to our children, the SWAPO Party Government built and expanded primary and secondary school enrolment. Here in the Okahandja Constituency, the SWAPO Party Government has built two new secondary schools, while a new primary school was built at Five Rand Settlement to ensure the provision of quality education to our children.

At the national level, the SWAPO Party Government has expanded academic programmes at the University of Namibia and the Polytechnic of Namibia as well as teacher training colleges and vocational training centres.

Last year the University of Namibia has opened a Faculty of Engineering and Information technology which was inaugurated by His Excellency Comrade Hifikepunye Pohamba, President of the Republic of Namibia at Ongwediva.

This year, 2010, the University of Namibia has opened the new Faculty of School of Medicine in Windhoek with a clear purpose of training our own medical doctors. As parents, we have an immense responsibility on our shoulders to ensure that our children attend school and take their education seriously. This is the only way that our country can achieve Vision 2030.

Comrades;

The SWAPO Party Government expanded the provision of electricity, potable water as well as affordable housing to the majority of our citizens. Here in the Okahandja Constituency, the majority of our residents have potable water and electricity.

Plans are underway to build 250 houses in Extension 6 of Okahandja, while Oshetu Settlement will be formalized with complete sewerage system, water and electricity supply to improve the living standards of our residents there. The SWAPO Party Government will also accelerate the development of the upper market housing and golf estate for Okahandja.

Comrades;

As you are all aware, a country can only achieve sustainable socio-economic development when its people enjoy good health. It is for these reasons that the SWAPO Party Government has expanded the provision of quality health care to all our citizens in all the thirteen regions. Here in the Okahandja Constituency, the SWAPO Party Government has upgraded the Okahandja State Hospital. We have also built a new clinic at Nau-Aib, while a new private Medical Laboratory was also built in Okahandja.

We can only accelerate the socio-economic development of our country when we attract investments to our towns and urban centres.

By so-doing, we will be able to create additional employment opportunities for many of our unemployed citizens. Over the years, some business entities established business ventures in Okahandja. These include the NamGem Diamond Polishing Factory, August 26 Shoe Factory and the Mattress Factory.

However, I am disappointed that the previous Municipal Management of Okahandja has done little to enhance the economic potential of the town and attract business investments. This was not possible because those who were in charge of managing the affairs of the town have spent most of their time in office sabotaging the programmes of the SWAPO Party Government. I am not surprised that today they have joined opposition parties. I would like to urge all SWAPO Party members and supporters that when the By-Election comes on 24 February 2010. We have only one task, namely to put such confused opposition parties where they belong, in the dustbin of history.

Comrades;

As I have stated on numerous occasions, the development of our country rests on our own shoulders. Therefore, we must always volunteer ourselves to work on various national projects that are initiated by our Government. I would like to inform you that the Ministry of Agriculture, Water and Forestry in consultation with the University of Namibia are embarking upon rice production at Kalimbeza Rice Project in the Kabbe Constituency in the Caprivi Region. I, therefore, would like to urge the residents of the Okahandja Constituency and all Namibians in general to volunteer themselves to work on this important national project as we have done with the construction of the extension of the Railway line from Tsumeb to Oshikango via Ondangwa to join the Angolan Railway line.

The SWAPO Party Government will continue to implement its Election Manifesto and all our development programmes in order to realize Vision 2030. SWAPO Party is the only party in our country that has the capacity to realize Vision 2030.

Comrades;

At this juncture, I would like to take this opportunity to introduce to you Comrade Steve Biko Booys. Comrade Booys is the tested cadre of SWAPO Party. He has an impeccable history of loyalty to the SWAPO Party. He is the only candidate who will accelerate socio-economic development in the Okahandja Constituency. It is for this reason that the SWAPO Party has chosen him to stand as our only Candidate for the forthcoming By-Elections for Okahandja Constituency.

As members of the SWAPO Party, we must enter this By-Election united and with only one common purpose, namely to ensure that SWAPO Party Candidate, Comrade Booys wins with a resounding victory.

Remember, a united people striving to achieve common good for all members of the society will always emerge victorious.

SWAPO UNITED; SWAPO VICTOROUS; AND NOW, HARD WORK

I thank you.
